The 2010 Nagoya Protocol is an international framework for access and benefit sharing (ABS) of the use of genetic and biological resources, with particular focus on indigenous communities. This is especially important in Africa, where local communities have a close reliance on environmental resources and ecosystems. However, national legislation and policies commonly lag behind international agreements, and this poses challenges for legal compliance as well as practical applications. This study reviews the academic literature on the Nagoya Protocol and ABS applications, (...) and then considers the implications of this analysis for research in Africa. Results show that there is uneven engagement with the principles of the Nagoya Protocol across different academic disciplines; local communities are sometimes sidelined in these studies; and only 8% of researchers in the literature analysed are located in Africa. Future developments should focus on ensuring national compliance with the Nagoya Protocol, and that researchers and industry work in partnership with local African communities on ABS issues. It focuses on Moore's epistemological writings and aims to present an exhaustive overview of Moore's work on analytic epistemology. This book seeks to redress an imbalance in analytic philosophy by making a case for the relevance of analytically oriented historical studies to contemporary problems.

English philosopher George Edward Moore (1873-1958) developed the chief modern theory of ethics, Ideal Utilitarianism. A Defense of Realism examines Moore's conception of philosophy and his views on the importance of metaphysics, presenting and evaluating the Principia Ethica author's criticisms and refutations of certain philosophical positions, especially idealism, naive realism, phenomenalism, and pragmatism. Moore’s essay, “The Refutation of Idealism,” contains a nice illustration of his helping philosophers to see a fact, by removing the obscuring veils that philosophers themselves have spun. Long after he wrote it, Moore called the essay “very confused.” Yet I think that it is one of Moore’s most important papers, a first tentative effort in a series that includes “A Defence of Common Sense” and “Proof of an External World.” I shall not attempt to establish that large claim here. What I want to do is to throw some light on one part of “The Refutation of Idealism.” The distinctive part to be considered follows Moore’s asking the question, “What is a sensation or idea?” on page 17, and runs to near the bottom of page 26. It has been argued repeatedly that the modern study of social and cultural evolution took its inspiration and form from Charles Darwin's Origin of Species and Descent of Man. In 1920, Robert H. Lowie observed that it was after evolutionary principles had been accepted in biology that they were applied to social phenomena, and that Lewis Henry Morgan was among the first to make the application. Sir James George Frazer, at about the same time, dated the birth of anthropology from (...) the promulgation of the evolution theory of Darwin and Wallace in 1859 and maintained that “this conception of evolution … supplies a basis for the modern science of anthropology.” Harry Elmer Barnes similarly traced the development of anthropology from the theory of organic evolution and advised the student that he “need not concern himself with the history of method in sociology before the entry of Darwinian concepts.”. The Reshaping of Phytogeographical Knowledge as the “Transition zone” Wallacea: An American Expansion Project in the Philippines, 1902–1928. This paper examines the development of a concept that to this day plays an important role in biogeography: the region Wallacea. Focussing on the work of the American tropical botanist Elmer D. Merrill in the Philippines, I argue that his research on the geographical movement and settlement of Philippine plants reflects a shift in the United States’ scientific and cultural understanding of (...) the Pacific area towards a notion of “American tropics”. While inventorying plants for the American administration from 1901 to 1923, the composition of Philippine flora prompted Merrill to question biogeographical regionalization in Wallace's Malay Archipelago. Not being able to situate the Philippine flora within “Asian” or “Australasian” biota, Merrill described the islands as an area of trans‐regional plant migration. Together with the paleontologist Roy E. Dickerson, he later conceptualized the region Wallacea as biogeographical “transition zone” between the Philippines and Australia. In addition to the scientific conceptualization, Wallacea constitutes a space between two biogeographical subregions, whose flora was considered as being part of both, but could not be unambiguously attributed to either of these regions. In this respect, the plants resembled the inhabitants of the United States’ insular overseas territories, who were legally defined neither as aliens nor as citizens. In this sense, Wallacea embodies epistemic as well as geopolitical boundaries, while its case also illustrates some of the ways in which colonial interests in the usability of plants found expression in botanical research during the early period of American overseas expansion. DODDSARGUED that the first two hypotheses of Plato's Parmenides are the primary source of Plotinus' doctrines of the One and of Nous. I Dodds' main evidence was a list of parallels between the Parmenides and the Enneads? He argued further that the Neoplatonic interpretation of the Parmenides as positive metaphysics was neo-Pythagorean in origin. Several Plotinus scholars have (...) accepted and extended Dodds' view of the importance of the Parmenides for Plotinus. This group includes ]~mile Br6hier, ~ A. H. Armstrong, 4 Hans-Rudolf Schwyzer, 5 and Paul Henry. n But Dodds' position is by no means universally accepted. Elmer O'Brien has recently argued that the Plotinian One was derived ultimately from Philo and mediated to Plotinus through Albinus and Numenius. 7 He says that Dodds' case, though good, is not convincing. It. A. Wolfson has been the great advocate of the Philonic origin of Plotinus' views. According to Wolfson, the doctrines attributed by Plotinus to Plato are not Plato's but mainly Philo's. 8 Others see Plotinus in varying degrees of dependence upon Plato. Although the ‘naturalistic fallacy’ and the is/ought distinction have often been invoked as definitive grounds for rejecting any attempt to bring evolutionary thought to bear on ethics, they are better interpreted as warnings than as absolute barriers. Our moral concepts themselves -- e.g. the principle that ‘ought implies can’ -- require us to ask whether human psychology is capable of impartial empathetic thought and motivation characteristic of normative systems that could count as moral. As the essay by Flack and (...) de Waal shows, evolutionary theory and evidence can help us answer the question whether the psychological ‘building blocks’ needed for morality are indeed likely to be present in a given species, including Homo sapiens. It is important, however, not to think that a positive answer to this question commits us to attributing identifiable moral concepts to actual members. (shrink)

For scholars of American philosophy, this anthology of essays on S. C. Pepper's works on metaphysics, aesthetics, and value theory is especially a welcome one. Also included is a reprint of a little known but valuable essay by Pepper entitled "Metaphor in Philosophy," which originally appeared in volume 3 of Phillip S. Wiener's Dictionary of the History of Ideas. In this essay, Pepper discusses his root metaphor theory in relation to Bacon and Kant, and some contemporary uses of the notion (...) of paradigm, e.g., Wittgenstein and Kuhn. Lewis E. Hahn's "The Stephen C. Pepper Papers, 1903-1972" gives an informative account of six book-length unpublished manuscripts in the Pepper Archives at the Southern Illinois University. The rest of the essays concentrate on the various aspects of Pepper's works. A few deal with aesthetic theory and its application to critical practice. Of philosophical interests are papers by Elmer H. Duncan, David B. Richardson, Robert J. Yanal, Robert L. Armstrong, and Brian Caraher, and a short essay by Charles Hartshorne and a response by Joseph H. Monast. Duncan gives a just but critical account of the neglect of Pepper's Sources of Value, and a highly appreciative appraisal of Pepper's World Hypotheses. Caraher's careful essay on the conflicting root metaphors in Frege's theory of meaning offers interesting application of Pepper's conception of formism and contextualism to problems in Frege's philosophy. A variety of problems such as the root metaphor theory, descriptive definition and aesthetic experience are discussed. Efron's long introductory essay entitled "Pepper's Continuing Value" serves its purpose well in terms of indicating Pepper's influence in non-philosophical disciplines and the problems that arise in Pepper's value theory. What is missed is a sustained critical examination of Pepper's root metaphor theory, characterization of the various world hypotheses including Pepper's own selectivism, and its relation to ethical theory. The anthology however is useful in indicating the scope of Pepper's influence and the need to examine his contributions with reference to contemporary philosophical problems.--A.S.C. (shrink)
